To the Ephorate of the Rascals, Rogues, and Rapscallions:
Whereas we wish to join ourselves together in a fraternal bond for our mutual amusement and edification; and
Whereas Article IV, Section 5 of the Constitution of the Rascals, Rogues, and Rapscallions reserves to the Ephorate the right to grant and revoke Charters of Lairs of the Rascals, Rogues, and Rapscallions;
We ask you to grant us a Charter for Lair No. 3 of the Rascals, Rogues, and Rapscallions.
We declare that we will abide by the Constitution of the Rascals, Rogues, and Rapscallions and that we will uphold and honor its traditions and customs and;
We declare that we will work to bring glory to the Rascals, Rogues, and Rapscallions, and that we will refrain from all activities which might taint its good name and;
We declare that the name, flag, symbols, and devices of the Rascals, Rogues, and Rapscallions are the property of the Rascals, Rogues, and Rapscallions and;
We declare that we are males, over the age of 21, and in full control and possession of our rational faculties.
In demonstration of these declarations of intention and understanding, we set our hand to this document, on this the 11th day of November, 2000, in the borough of Doylestown, Pennsylvania.
